Executive Summary

Tender preparation was a highly manual process that limited how many opportunities a local construction firm could pursue. I designed and delivered TenderTED, an AI-powered workflow that structured inputs, automated repetitive drafting, and retained human review—creating additional proposal capacity without removing human oversight.

Business Problem

Business Challenge

Tender submissions were an important source of business, but preparing them required significant manual research, structuring, drafting, and rewriting.

The process created three core operational challenges:

Limited Submission Capacity

The time required to prepare each tender placed a practical limit on how many opportunities the team could pursue.

Repetitive Production

Information often needed to be structured, rewritten, and tailored across different sections, creating unnecessary manual effort and inconsistency.

High Manual Workload

Approximately 10 hours per week were being consumed by repetitive tender preparation activities, reducing capacity for higher-value proposal work.

The business needed to increase tendering capacity without compromising proposal quality, accuracy, or human judgement.

Discovery and Analysis

I approached the challenge as a workflow transformation problem, mapping the tender process from opportunity through to final submission.

The Key Findings were:

Strategic Work Still Required

Commercial positioning, SME input, accuracy checking, proposal refinement, and final approval required human expertise and should remain under human control.

AI Needed to Be Embedded in Workflow

Simply introducing generative AI would not solve the underlying process problem. The opportunity was to create a structured system controlling inputs → generation → review → refinement.

Signficant Effort Was Repetitive

Time was being spent on activities such as structuring information, drafting responses, rewriting content, and reusing existing information—work that did not always require human judgement.

The solution therefore needed to augment human expertise: AI would accelerate repetitive production while people retained ownership of quality and commercial judgement.

Strategy & Rationale

I designed the solution around four principles:

1. Automate the Repetitive

AI was applied to high-volume, repeatable activities such as content structuring, initial drafting, reformatting, and response generation.

3. Build Reusable AI Workflows

Rather than relying on one-off prompts, I developed repeatable prompting and workflow logic that could be applied across tender submissions.

4. Keep Humans in the Loop

AI-generated content remained subject to human review, refinement, and approval, ensuring commercially important information was validated before submission.

2. Structure Inputs Before Outputs

I introduced more consistent inputs and defined workflows so the AI received the context required to generate relevant and usable content.

Design Process

Process Analysis

I mapped the existing tender workflow to identify where time was being spent and which activities created the greatest operational friction.

I then separated the process into AI-assisted activities—such as structuring, drafting, and rewriting—and human-led activities, including strategic positioning, SME input, validation, and final approval.

AI Workflow Design

I designed the end-to-end TenderTED workflow and developed structured prompting approaches to guide the AI around tender requirements, context, tone, structure, and output format.

The workflow moved from:

Tender requirements → Structured inputs → AI processing → Generated response

Because tender responses can contain commercially important information, AI output was never treated as automatically publishable.

The workflow incorporated:

Generate → Review → Correct → Refine → Approve

I iterated the workflow based on output quality and user feedback to improve the usefulness of generated content while retaining human control.

The Solution

The finalized solution was TenderTED, a custom AI-powered tender-writing platform that transformed manual proposal production into a structured AI-assisted workflow.

AI-Assisted Generation

Custom prompting and workflow logic generated initial proposal content based on tender requirements and the information provided. AI could generate over 50% of response.

Structured Inputs

Tender information was organised into clearer, consistent inputs, giving the AI the context required to generate relevant responses.

The process shifted from:Manual research → Drafting → Rewriting → Review to: Structured input → AI generation → Human QA → Refinement

Workflow Transformation

Human Governance

Generated content remained subject to human review and refinement before being used in a final submission.

This ensured the system augmented proposal expertise rather than replacing it, maintaining control over accuracy, relevance, and commercial positioning.
